Why isn't BLOCKED output signal activating when blocking input is active?

Why isn't BLOCKED output signal activating when blocking input is active?

If a blocking input for a protection, control or monitoring function has been set, the function will generate a BLOCKED output signal when the function has detected a fault and at least one of the set blocking input signals are active as well. BLOCKED output signal will not be activated by the function if only the blocking input signal has been activated.
